Recently, Union Environment Minister Jairam Ramesh wanted to announce that he was trying to get a major international loan for environment protection. He started by saying: “I have got the approval of the Acharya (master) for this purpose. I hope to get the approval of Paramacharya (the principal) very soon.” As journalists wondered what he was trying to say, Ramesh clarified: “The Planning Commission has given its approval. Now the finance ministry’s approval is pending.”
