Emulating the Centre’s initiative of connecting different parts of the country through the ‘golden quadrilateral’, the government of Haryana has decided to make ‘East-West-North-South’ expressway corridor.
Talking to Business Standard, Haryana Minister for PWD (B&R) Randeep Singh Surjewala said the state intended to create a direct road network from Kotputli (in Rajasthan near Haryana border) to Ambala and from Dabwali via Fatehabad to Muzaffarnagar in Uttar Pradesh (near Haryana border) via Panipat.
He apprised that the preliminary studies were on to assess the availability of land and the cost involved. The tentative cost of the project has been assessed roughly to be around Rs 2,000 crore.
He added that although the road projects in various parts of Haryana were being implemented under different schemes of the Government of India, it was imperative to enhance the connectivity through the express corridor to boost economic activities.
The project according to him would be executed in synergy with private players and the assistance from the Centre could be drawn under the viability gap funding.
The project he said would be in public-private-partnership mode with a mixed model of BOT (toll) and BOT (annuity).
He told that the total length of the road and exact route would be decided after the preliminary assessment is complete.
According to Surjewala the state PWD department was totally starved of funds during year 1999-2005 due to ideological differences between the governments at centre and the state.
He added that a sum of Rs 1,500 crore was received from February 2005 to November 2009.
The funds of Rs 1,700 crore were drawn by the Haryana PWD (B&R) from the Centre in the last four months, and the widening, four-laning and six-laning of various roads were under execution, he added.
Surjewala said in order to expedite the clearances for the projects involving an investment over Rs 100 crore, Haryana Infrastructure Development Board had been conceived.
“The aim of constituting the board is to remove the anomalies in the implementation of the large projects under private or PPP mode. As it has been observed that many times the large projects get struck up for want of clearance of the CM. So the constitution of the board may help to pursue such proposals with the CM and seek fast approvals.”
